I have received an email from the US Mint
that explains the current situation with their difficulties in meeting the demand for the silver subscriptions and the subsequent delay of the
Morgan and Peace program
pre-orders. It states:

The global silver shortage has driven demand for many of our bullion and numismatic products to record heights.
This level of demand is felt most acutely by the Mint during the initial product release of numismatic items.
"
This situation is driving silver prices up and makes the investment in silver eagles more attractive.  As the availability of Silver Eagles decline, demand (and thus the price) for Silver Eagles will increase in the future.
